Higher Capitation payments
For providers who got higher capitation 2018/19:
For those services still waiting for a higher capitation approval there will be additional preliminary payments made. The first will be today (Friday 1 November). This is a 4-week payment up to 20 October. A third payment will be made on Friday 8 November for those still awaiting approval which represents an additional 4 weeks, up to 22 November.
For first time higher capitation applications:
A preliminary 8-week payment was made on 29 October for those services still awaiting application approval. An additional 4-week payment will be made on 8 November.
Please remember that proof of staff qualifications is required. All qualifications must be on the DCYA’s list of approved qualifications.
Check your messages on PIP if you are waiting for higher capitation approval, if there are errors on your application you will be notified through PIP.

The new NCS ‘Hive’ (IT system)
By now all existing services should have received an invite to log on to the new national childcare scheme portal – the NCS hive.
Make sure that you click the link in the email and get your readiness tasks done so that you can register children in November. As you will remember from the phase 1 training this is fairly simple. There are five tasks to be completed before you can confirm your NCS contract:
RCCC would strongly advise everyone to get their readiness tasks done as soon as possible. Before you start the process make sure you have a scan of your Tusla certificate and the top of a bank statement. Don’t forget Pobal have to validate your bank account details and your Tusla registration details, so if you leave it to the last minute, you may not be ready in time to receive CHICKs and register children.
FAR course reimbursement
Every service in the country is entitled to claim up to €25 for the completion of a full First Aid Responder training course or €75 for a refresher course. To support services to meet their regulatory requirement of having one staff member trained in First Aid Response (FAR) by June 1st, 2020. The Department of Children & Youth Affairs (DCYA) has opened a FAR Reimbursement Fund which will fund one FAR first aid training place per registered early learning and care services / registered childminders to a maximum of €25 per full course or €75 per refresher course.
Roscommon County Childcare Committee does not organise these courses, services must avail of places on courses offered by training organisations. RCCC would recommend that you get your FAR training done as soon as you can. Please contact the team at RCCC for a reimbursement form at your convenience.
Planning permission Q&A
Thank you to Cork County Childcare Committee for sharing this information with Roscommon County Childcare Committee (See attached).
We have been receiving calls and emails from providers in the process of reregistering with Tusla who were looking for advice regarding planning permission. So, our colleagues at Cork County Childcare Committee meet with Cork County Council planning department to ask them some of the basic questions that they have been getting from early years providers. With their help Cork County Childcare Committee have put together a basic Q&A which we hope you will find useful. It is attached to this email. If you have any further questions regarding planning permission, we would advise you to contact Roscommon County planning department directly.

PAU/Organisation details certification
As you will remember from the recent NCS IT system training, Pobal are migrating PAU and organisation details from PIP to the NCS hive (portal). This needs to be done so that you can access the hive and start to undertake your readiness tasks before parents come to you with CHICKs in November. However, some services still haven’t certified their PAU and organisation details. This is delaying the migration of your data. If you are one of those services, you have until Tuesday 4 November to certify your PAU and organisation details in order to be able to use the NCS hive.
The final deadline for new registrations on CCSP has been extended until midnight on Friday 15 November. Only registrations which are submitted, provisional or approved on that date will be able to stay on the programme. These registrations will be known as savers.
Registration changes will only be allowed for these registrations during ‘saver management windows’, you will not be able to adjust CCSP registrations at any other time.
The proposed dates for saver management windows are:
20/12/19 – 13/01/20
14/02/20 – 02/03/20
03/04/20 – 20/04/20
26/06/20 – 20/07/20
